Not true. FIDE (in absence of Soviet delegation) passed the resolution to proclaim Euwe as a World Champion, but some of the delegates didn’t feel comfortable to do such a thing in the absence of Soviet delegation. So the resolution was PENDING for their arrival. After Soviet delegation arrived, the resolution was annulled. So the resolution was never official and was never valid (it weas never confirmed).
