I think the idea is: 1.h7, Bg6+; 2.Ke3, Bxh7; 3.Kf3!,Bf5; 4.Bf2, and black can’t hold both pawns.
He doesn’t need to hold both pawns. Keep in mind that White’s bishop is the wrong color for his a-pawn. If Black’s king can reach the d-pawn, he can draw.
How about this: 1.h7 Bg6+ 2.Kc4 Bxh7 3.d7 h2 4.d8=Q h1=Q 5.Qd1+ Kg6 (the king has to go to a white square, otherwise we win the queen with a discovered check) 6.Qb1+ Kf7 7.Qb7+ Qxb7 8.axb7 and the pawn queens.
