2014 4th quarter FIDE Presidential Board meeting
8 November 2014
Sochi, Russia

The Meeting was opened by an address by Mr. Igor Levitin, the Aid of the President of the Russian Federation. He welcomed the Board to Sochi and hoped the World Championship Match will be the first of many major chess events in Sochi. The FIDE President thanked him for his good wishes and thanked the President of the Russian Chess Federation, Mr. Andrei Filatov for making FIDE welcome. He welcomed the new members of the Board and advised that we should proceed with the long agenda.

The Presidential Board agenda included the proposals deferred from Tromso.

The Presidential Board approved the new FIDE Anti-Doping Regulations as approved by WADA and the new FIDE Code of Ethics.

The Presidential Board approved all the titles recommended by the Arbiters, Events, Qualification and Trainers Commissions.

The Presidential Board approved the Minutes of the Qualification, Arbiters, Swiss Pairings Commission, Development Commission, Women’s Chess Commission, Social Action Commission, Social Projects Commission, Events Commission, Chess for Disabled Commission, Medical Commission and Journalists Commission.

The Presidential Board reviewed the Presentation of the Online Arena in detail and approved the Online Arena Rating Regulations, Titles for the lower rating band and the new Regulations for the registration and licensing of players.

The Presidential Board reviewed and approved the disciplinary proposals for Arbiters and the President nominated Mr. Bastian, Mr. Freeman and Mr. Gelfer to review any appeals and recommend action to the Presidential Board.

The Presidential Board approved the recommendations of the Trainers Commission with some amendments. The Presidential Board referred the recommendations of the Technical and Rules and Regulations Commissions for further discussion.

The Presidential Board received a presentation from the Chairman of the Chess in Schools Commission and approved the proposals.

The Presidential Board approved the new proposal of the Anti-cheating Commission and accordingly the new permanent Commission is now established and will start working immediately.

With regards to tournaments, the 2017 FIDE World Cup will now be held in Tbilisi instead of Batumi and the World Junior and Girls U-20 2016 will be held in Bhuvaneswar, Orissa, India.

Mr. Fridrik Olafsson and Mr. Viktor Korchnoi were appointed Honorary Members of FIDE.

The meeting closed with the FIDE President signing an agreement with Mr. Oleg Zhuravsky, the President of the Russian League of the Bookmakers regarding Match fixing.
