every body is mentioning Qc5 which looses to Qb6.
the solution is:

1. Qc5 will not lose to 1…Qb6. 2. Rxa6+ Kxa6 (Q is pinned) 3. Qa3+ checkmates.
After 1. Rxa6+ Rxa6 2. Qd7+ Kb6, WQ cannot move to c5, unfortunately (unless he rides a Knight :)); so, having lost a Rook, his best bet is a perpetual check by 3. Qc6+ Ka7 4. Qd7+
Everybody is mentioning Qc5+ because that is the solution.
1. Rxa6+ Rxa6
2. Qd7+ Kb6
3. Qc6+ Ka7 (Qc5 is not a valid move)
…results in a draw by repetition
And to the one who mentioned Ra3…
