“Qa3” isn’t a legal move — did you mean 3…Qh3? Sorry, but no cigar:
Some of those lines with Rxf7+, followed by Qf3 to stop the mate on h1, are interesting. I think some lines end with a win for White by … b7! and the Black pieces cannot stop the promotion. Highly amusing.
So far, I like the suggestion of anonymous 11:51:00 with 1…Nf1 but I have yet to work it out.

Nd2 does look to be crushing against Rf3. I was too caught up with direct threats for mating and missed that nice in between move.
I then realized that Rf3 is unnecessary in that you don’t need to threaten Rxf2+ all you really need to do is clear a path for the white queen to reach f3, so my thought was Re2 which clears that path and prevents Nd2 but this allows:
which puts black up a rook, and I couldn’t find a line that allowed white to win back material by threatening to promote since the knight on b3 is quite useful in helping to stop the pawns from promoting and white also either has to exchange rooks or lose a tempo moving his rook off the 1st rank.
Nf1 looks like a winner. Very nice puzzle in that white starts with a non-forcing move whose primary threat is a second non-forcing move!

… isn’t 3.Qd1 good enough for a draw? (I think that 3.Re2, 3.Ree1, and even 3.Rf3 might also save the day.)

I don’t see why white should reply Kxf1 to Nf1. Rf3 with the same idea of Rxf7+, Qf3+ preventing the mate on h1 seems to hold to me.
