Yes, 2 .. Qd2 is more efficient.
What is illegal about 5 .. Rd2+?
1… Rc2+!! 2. Kb1 (2. Kxc2 Qd2+ 3. Kb1 Qxe1+ 4. Ka2 Qxg3 win a rook.) 2… Qd2 followed by 3…Rxb2 black must win.

Rook at d8 can’t jump over the Queen at d6 to get to d2. Am I missing something obvious?

White still has some play i.e.
5. Qxh6+ Kg8 only move
6. Qxf6 threatening the Rook; and now what? I tried:
6..Rb8
7. Qg5+ QxQ
8. hxQ Kg7
Ok, now I see that the White pawns can be stopped. The Rook advantage is too much to oppoze.
