Was Judit offered a spot and declined?

Why is there such a large gap in Elo points (65) between Gashimov and Pelletier? There are no other ~2660 or ~2650 players?
Women are not there cause probably they do not have high enough Elo points. Apart from Judit, only Koneru I think could have been chosen (since they have ~2600 or less players).
where is shirov?
