White rook taking the pawn at h2 is taboo since Ra2+ will win the White Rook! Hence:
1. … Ra1! wins easily
2. Rh7 h2!!

Or, even this should work:

2. Rh7 Ra1!!
3. Rxh2 Ra2+ 0-1

2.Rh7 Ra1
and wins for White runs into skewer after 3.Rxh2 Ra2+

Ra2+ and black wins the rook

That white king is on the wrong rank. Black can push the h-pawn with impunity:

However, black can transpose moves here, I think, and play 1. …Ra1 first.
