1.Re2! Qg8 2.Ng7!! (that’s why the rook went to e2: Re8 is possible now, as it is protected by the knight) and wins the queen, e.g.
2.- Qxg7 3.Re8+ Qg8 4.Rxg8+ Kxg8 5.a5 etc.
Am I missing something, or is 1.Re2 Qg8 2.Nf6 even better?

I suspect a dropped move. Do you mean:
1.Re2 Qg8
2.Nf6 Qg1
3.Re8+ Kg7
4.Rg8+ Kh6
…?

No there is another reason, because of which I found Re2, too, but later missed Ng7! (wonderful move!) and just found the drawing line (Kh6! which is a wonderful maneuver, too).
1. Rb2?, Qa7 or 1. Rd2, Qg5 give black other ways to defend against his back rank problem, only Re2 doesn’t give black any more chances than playing Qg8 as there is no other way to defend the square e8.
As said I now failed to the drawing line, I couldn’t imagine of such a wonderful move Ng7 which in the end wins as white is just one move (!) quicker than black.
2. Ng7, h5 (better than the proposed Qxg7 or than Kxg7) 3. Re8, Kxg7 4. Rxg8+, Kxg8 5. a5 and 7. -, h2 8. a8Q defends h1 just on time.
