General information on Grand Prix Tournament in Elista, Russia

Dear Chess-friends, The Organizing Committee (OC) starts preparations for the Grand – Prix Tournament which will take place in Elista, Russia from 13th December (Arrival) to 29th of December (Departure) 2008.
Here is the schedule of the tournament:

The one way ticket price is 7000 rubles per person.
Accommodation.
The participants and FIDE Officials will be staying at the City Chess hotel. Meals will be provided three times a day in the respective hotel.
Accompanying Persons.
The cost of all other people registered by the Participants will be charged to the respective Participant.
The cost of living is 1800 rubles per day.
The cost of meal is 1500 rubles per day.

Can the players refuse to go to Elista?
