In addition if white R at f1 were on “d” file i.e. rooks doubled on d file white would get Q for 2 rooks which is too expensive and to be avoided.Add to it replace white P at h3 by P at h2 then 1.Rd8+ is suicidal.At the same time if white R’s are doubled on d file and black P were at h7 exchanging Qs first ensures victory for white.
