Ra1 wins by preparing the way for h1(Q). With the white king on the 2nd rank with the black pawn, but not covering a1, nor within a move’s reach of h1, white will have to sacrifice the rook for the pawn just to keep from being down a full queen by either taking at h2 allowing a skewer from a2, or by taking after the pawn has queened.
This is a frequently seen motif in rook endings.
