yes just last week right after the milionaires open in vegas.theU.S. government in coordination with the USCF quickly processed all the necessary and legal papers for wesley and to represent U.S. startting January 2015

GM Wesley So is still under the Philippines Chess Federation NCFP precisely because NCFP Pres Pichay REFUSE to release So & Wesley (even though he won $ 100 k in Millionaire Chess) would not be crazy & stupid enough to pay NCFP € 50 k euro even if he has the means to pay. As FIDE mandates 2 year waiting period for federation transfer in the absence of consent to transfer or payment of € 50,000 euros, GM Wesley So 2 year waiting period officially expires on August 2015. Which means by September 2015, GM Wesley So will officially be playing under the US flag whether the Philippines Chess Federation likes it or not. 🙂
The Tata Steel organizer only place GM Wesley So under US Flag since it is common knowledge that he is transfering in US and the Philippines cannot do anything about it already. In their mind, GM Wesley So now represent the US and the organizer dont care if the Philippines Chess Federation agrees or not. In the chess world, the Philippines Chess Federation is irrelevant. And its the organizers discretion.
I have the impression from what I have read that most the Philippine chess players and officials never wanted to prevent Wesley from pursuing his professional advancement. Several Philippine chess masters migrated to the USA and I never heard or read anything about their being prevented from switching federation….it is just Wesley that has been tied down because of the prowess and prestige he embodies.
